Delhi Police Seized 348 Mobile Phones in Jails in Last 2.5 Months

More than 340 mobile phones have been found in different jails in Delhi in the last two-and-a-half months, official data showed on Thursday.

Director General (Prisons) Sanjay Baniwal told reporters that the jail authorities found 348 mobile phones in two-and-a-half months.

"On Wednesday, the jail authorities conducted a raid in jail number 3 and seized 18 mobile phones and chargers. In the last over two months, the jail authorities have seized 348 mobile phones.

"The jail superintendents have started conducting raids after developing intelligence inside the prisons. Through these actions, the criminal world is now getting a strong message," Baniwal said.

"We have set 23 targets for 2023. These targets will include making the jails completely phone free and setting up problem redressal system for the inmates. Such type of jammer should be installed so that no one would able to use phone inside the prisons," the DG said.

When asked about the fact that involvement of insiders helps the inmates get mobile phones inside the prisons, he said, "We admit the involvement of the prison staff in such acts. We have in the past taken stringent action against those found guilty and it will be carried out in future as well." Baniwal also said that a Memorandum of Understanding (MoU) is also being singed with the Art of Living Foundation to strengthen the mental well-being of the inmates.

The President and the Lieutenant Governor of Delhi have given instructions that arrangements should be developed inside the jails to give skill development training to the inmates so that they may get employment when they go out of the prisons, he said.

Under Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM), a total of 1,020 jail inmates are getting trained in tourism and hospitality which will end in three months, the DG said.

"We will give skill training to around 1,000 inmates in stitching high-end clothes under Pradhan Mantri Kaushal Vikas Yojana so that if they get out of the jail and become entrepreneur, they would start their business of tailoring through Micro Units Development & Refinance Agency (Mudra) loan," the DG (Prisons) said.

'Domestic violence case valid even if woman’s spouse lives abroad'

Any woman residing in India either temporarily or permanently is entitled to seek relief from a court of law under the Domestic Violence Act even if her spouse lives outside the country, the Madras HC said. The court dismissed a petition challenging a domestic violence complaint filed by his wife against him in a Chennai family court. "The cause of action arises in India since the aggrieved person is residing here, even if abused economically by the spouse residing in another country," he said.

Samsung Galaxy S23 and Galaxy S23+ First Impressions: More of the Same

Samsung's Galaxy S series of devices have been an easy recommendation over the years for anyone looking for a no holds barred, premium Android smartphone experience. While the Ultra model now comes with an S Pen stylus (replacing the Galaxy Note) and the best possible camera hardware in the series, it is also priced a lot higher from the standard models, making the regular S series the go-to for someone looking to get a flagship Samsung smartphone.

With the new Samsung Galaxy S23 and the Samsung Galaxy S23+, the upgrades appear quite minor compared to their respective predecessors. The differences are battery related, tweaks to the design, and a newer processor. Let's take a closer look at what's new.

The Samsung Galaxy S23 and Galaxy S23+ appear almost identical to their older counterparts when viewed from the front. It's only from the back, where buyers will notice a few changes. The shiny Armour Aluminium frame is as flat as the one on their predecessors, but the iconic contour-cut camera housing has changed.

Samsung has replaced that with a newer floating camera design which has individual cutouts for each camera. While it feels more in line with last year's Galaxy S22 Ultra, the rings around each camera lens have now received a shiny chrome finish, making them stand out. Samsung has also upgraded the quality of glass.

Both, the front and rear glass on the Galaxy S23 and Galaxy S23+ are made from Corning's Gorilla Glass Victus 2, which according to the brand should be more resistant to shattering when dropped compared to previous models. The phones offer an IP68 rating for dust and water resistance and will be available in Phantom Black, Cream, Green, and Lavender finishes.

The 6.1-inch and 6.6-inch full-HD+ Super AMOLED displays on the Samsung Galaxy S23 and Galaxy S23+ respectively, offer a maximum refresh rate of 120Hz and up to a 240Hz touch sampling rate (in Game Mode). The displays on both phones appear very similar to last year's models and come with no noticeable upgrades.

Thankfully, the Samsung Galaxy S23 and Galaxy S23+ get the same custom SoC like on the more expensive Galaxy S23 Ultra model. Samsung calls it the “Qualcomm Snapdragon 8 Gen 2 platform for Galaxy” and it promises to offer a number of performance-related (CPU, GPU and NPU) enhancements over the standard version. The Galaxy S23 and Galaxy S23+ will come with 8GB of RAM and up to 512GB of storage.

The rear camera setup is quite similar to what's available on the previous model, with a 50-megapixel primary camera (with OIS), 10-megapixel telephoto camera with 3X optical zoom (with OIS), and a 12-megapixel ultra-wide-angle camera. Selfies are handled by a 12-megapixel front-facing camera which can now also record videos in HDR10+ and shoot RAW photos.

The Samsung Galaxy S23's battery capacity has grown from the previous 3,700mAh to 3,900mAh, but the charging speed is still limited to 25W for wired and 10W for wireless charging. The Samsung Galaxy S23+ also gets a bigger 4,700mAh battery (from the previous 4,500mAh) but it can now charge at 45W when plugged in. Wireless charging is still limited to 10W. Both smartphones are powered by One UI 5.1 which is based on Android 13.

Just like last year, Samsung has reserved the best hardware for its ‘Ultra' model and because of that, there's little that has changed with the new Galaxy S23 and the Galaxy S23+ models this year when it comes to features. Minor cosmetic changes aside, Samsung seems to be banking on the customised Qualcomm SoC to set its phones apart. Stay tuned for our detailed review to find out if these should be your next flagship.

Budget 2023: BSNL to Use Allocated Rs. 53,000 Crore for Upgrading to 4G, 5G Network

State-run BSNL will use about Rs. 53,000 crore in upgrading its network to 4G and 5G this year as well as revamping landline network across the country, Union Minister for IT and Telecom Ashwini Vaishnaw said on Wednesday.

The Government has announced a capital infusion of Rs. 52,937 crore in BSNL during the next fiscal year starting April 1, 2023.

While speaking on Budget 2023-24, the minister said BSNL's capital infusion is part of the Rs. 1.64 lakh crore revival package announced last year and most of the balance sheet items of BSNL have already been addressed.

"BSNL has raised new debt using the sovereign guarantees which were announced in the package. Now, the physical installation of new towers, upgradation from 2G, 3G to 4G and 5G and a major revamp in the landline systems of the MTNL and BSNL network will be taken up in this year using the capital allocation of Rs. 53,000 crore which has been made for BSNL," Vaishnaw said.

The government has allocated Rs. 1.23 lakh crore for postal and telecom projects. Total allocation includes Rs. 97,579.05 crore for the Department of Telecom and Rs. 25,814 crore for Postal projects.

The government has allocated Rs. 2,158 crore for Optical Fibre Cable based network for Defence Services and Rs. 715.8 crore for telecom projects in the North Eastern states.

Finance Minister Nirmala Sitharaman in her speech announced setting up of 100 labs for developing applications using 5G services in engineering institutions.

In the receipt budget for 2023-24, the government has raised non-tax revenue collection estimates from the telecom sector by 30 percent to Rs. 89,469.17 crore.

"Revenue realisation in telecom is consistent. Telecom today is a sunrise industry and this is reflected in the higher revenue realisation which has been budgeted," the minister said.

The government has revised the revenue estimate to Rs. 68,784 crore for the current fiscal from the earlier projection of Rs. 52,806 crore in the previous budget.

The actual revenue of the government in 2021-22 was Rs. 85,828 crore.

The non-tax revenue from the communication sector mainly relates to licencing fees from telecom operators and receipts on account of spectrum usage charges The Rs. 25,814 crore allocated to the Department of Posts includes a Rs. 250 crore capital infusion in the India Post Payments Bank.
